According to the Nairobi county director of parking Tom Tinega, every ticket that was bought through JamboPay’s eJijipay platform remains valid even after City Hall altered its mode of revenue collection.

He added that the county government has requested information from JamboPay on the cars that have prepaid and the period to avoid cases of clamping due to non-compliance.

Motorists will from Monday be required to pay their parking fees through a new USSD code, *235#. This is after the county terminated its 5-year deal with WebTribe, the e-payment firm that owns JamboPay, and instead adopted an internal revenue collection system.

“Any money paid for one or three months, the receipts are valid until they expire. There is no vehicle that will be clamped,” Mr. Tinega said.

The change brings to a close a deal that was shrouded in controversy that had JamboPay and City Hall lobbying accusations of contract breaches at each other.

In both January 2015 and February 2018, representatives of Nairobi ward had directed the governor to end the contract with JamboPay, accusing the firm of breach of contract.

Also in January 2015, the firm withheld funds worth Sh2.82 million for a total of 57 days and Sh51 million in February last year.

On the other hand, Danson Muchemi, CEO of WebTribe, accused City Hall of negative publicity and political interference.

In the contract signed in 2014, WebTribe was supposed to settle all of City Hall’s cash transactions within half a day and all e-payments within 3 days, in daily batches.

Due to the installation of Nairobi’s internal revenue collection system, the contract that was to end in April 2019 was extended to buy time.
